Actually, I'm fairly certain that the shotglass was made by Kedaung Indah Can (KIC), a subsidiary of Kedaung Industrial Group (KIG), in Malaysia.
Like you, I'm wondering if it might be a memento from some event, perhaps a tequila festival. When I bought it, I was hoping that it might be an advertising shot for some obscure brand of tequila, but I've not turned up anything on that count. Mark suggested that it might just be a cheap tourist souvenir from Nogales, Mexico. At this point, I'm pretty much inclined to agree with him since I've not found any solid evidence of anything else.
: My guess is that KIC is an oil company that created a HUGE operating facility in Manila back in 2004. Could it be a commemorative shotglass?
