I think for sure ,that the new shooters should be considered shots- Hard Rock and Planet Hollywood sell them, as well as almost any place else that sells standard shots.
Also included should be the tequila shot style glasses, a bit tapered, but used only for booze.They go back to the democrat oarty glass with a donkey on it, and most booze companies sell them with logo's, etc.
I agree with mark ,that a more modern definition should be established.
Colleges sell the heavy double shots, these should be included.
I'm not sure where glasses with pedistals stand, but Hard Rock, Cruise ships, etc. use them for hard booze,so should be shots.
Federal mini mugs and the larger canadian mugs are sold as shots, and have been for years. In fact the canadian mugs are the most prevelant shots in canada.

: I think that Pickvet was wrong on boots and handles (and Libbey makes things with handles that they call shots). I think he said something about glasses smaller than one ounce, but many european glasses hold 2cl or 2/3 of an ounce.

As Mark stated- if guiness only counts standard shot glasses my number of those would be about 15,000. I have thousands of shooters- Hard Rock, Planet Hollywood , etc. / plus boot shaped, handled, larger, european, and other assorted glasses that I'm not sure how Guiness would handle.
