These are part of a set of glasses with hands and a different number of fingers raised -- one finger raised and a small glass, two fingers raised with a larger glass, and three fingers raised with an even larger glass.

The two finger variety is often called a "peace sign" by the "younger" crowd, while it is called a "victory sign" by the older crowd. I have seen both the two and three fingered designs advertised as "boy scout memorabilia." -- a reference to the boy scout salute.

I have never seen these "new" -- eBay is the place to look

: I'm looking for an all pewter shot glass with the peace symbol. Hand and fingers are part of the glass and the fingers go above the rim of the glass. I'm trying to find one for a friend who accidentally left one in a blender for storage and forgot to take it out before making mixed drinks. Too bad!!!! Please help me find one.
