These were used by people who were travelling.
They come in two styles -- one where all of the "glasses" are the same size, and one where the glasses are different sizes, and the smallest ones fit completely inside the largest one.
The sets with the different sizes date back to at least the first world war. The sets with the same sized glasses come from after world war two.
These sets are/were common with hunters and people who ride horses in England and Europe. I remember seeing them called something like "gang of four" or something like that.
They are sometimes silver on the inside, and are sometimes copper inside. They come in a variety of materials: solid silver, silverplate, copper, aluminum, stainless steel, or even plastic.
The "Germany" mark does not help with Identifying a maker, and the Germany mark is the most common. Some companies put their names on them.
These can often be found on eBay for about $20.
