The "shot glass" does not have an official definition (like the ounce, quart, etc.) but there was an attempt in the late 1940's to define it as one ounce in New York State (The Governor vetoed the legislation)
To illustrate the differences between glasses, I'll mention some of the variations among the products of a single company -- Libbey Glass.
There are glasses with measuring lines, but depending on the pattern of the line -- one, two or three dots in the line, the line marks a different volume.
There are about 8 different Libbey glasses with exactly the same outside measurements, but each one holds a different amount of liquid.
The general consensus is that a standard shot is one ounce of liquid, and the reason that a glass might hold more is to avoid spilling. The fact that most "double" shotglasses only hold two ounces is another indication that a standard shot is supposed to be one ounce. (If a "standard" shat was supposed to be an ounce and a half, then a double should hold three ounces)
